Even the most carefully designed ethical principles will fail without governance. Governance means having structures, policies, and oversight mechanisms that ensure AI use aligns with human values. It also means recognizing the irreplaceable role of human judgment in guiding, supervising, and correcting AI systems. This chapter explores what governance looks like in practice and why “humans in the loop” remain essential.
What Is Governance?
Governance refers to the systems and processes that hold AI accountable. Just as universities have policies, committees, and accreditation bodies, AI requires oversight mechanisms to prevent harm and promote trust.
Common governance practices include:
- Audits and evaluations: independent checks of algorithms and outcomes to detect bias or unintended effects (Google AI Responsible Practices).
- Documentation: transparency tools like Model Cards or Datasheets for Datasets that record how systems were trained and tested.
- Institutional review boards (IRBs): committees that oversee research involving human participants, now increasingly evaluating AI applications.
- Feedback loops: systems that let users challenge or appeal AI-driven decisions (e.g., admissions, hiring, grading).
Human-in-the-Loop
Governance also requires humans to remain actively involved in AI processes. While machines can process data and identify patterns, they lack judgment, empathy, and contextual awareness. Human oversight is needed to:
- Interpret results in context.
- Correct errors or biases.
- Make value-laden decisions (e.g., admissions, hiring, grading).
- Take responsibility for outcomes.

Because unexpected conditions—storms, emergencies, equipment failures—require human judgment. AI governance works the same way. Automation can assist, but human oversight ensures safety and accountability when the unexpected arises.
Global and Institutional Frameworks
Several frameworks provide guidance for building governance structures:
- NIST AI Risk Management Framework (U.S.): emphasizes risk identification, measurement, and mitigation.
- European Union AI Act: classifies AI systems by risk level and imposes stricter requirements on high-risk systems.
- EDUCAUSE AI Action Plan: provides higher education with strategies for readiness, policy development, and oversight.
At the institutional level, universities are beginning to adapt these frameworks to their contexts, developing governance structures that balance innovation with responsibility.
